Designates March 26 1991 the start of the 90th year of Rabbi Menachem Schneerson leader of the Lubavitch movement as Education Day U.S.A.

• [Note 1] An Act (like To designate March 26, 1991, as “Education Day, U.S.A.”) or a resolution cannot become a law in the United States until it has been approved (passed) in identical form by both the House of Representatives and the Senate, as well as signed by the President (but see (5)).
