The first administrator of the Environmental Protection Agency (EPA). He was appointed by President Richard M. Nixon and remained during part of President Gerald R. Ford’s tenure. During Ronald Reagan’s presidency, Mr. Ruckelshaus returned as head of the EPA after the scandal involving Anne Burford [see Burford, Anne Gorsuch] became public knowledge. He restored the EPA’s mission and silenced criticism of the way the agency was run.
