Emirate of Abu Dhabi (215 F.3d 247, 251 (2d Cir. 2000)), the Court helds that the “the legislative history makes clear that the phrase ‘taken in violation of international law’ refers to ‘the nationalization or expropriation of property without payment of the prompt, adequate and effective compensation
