According to the Encyclopedia of the American Constitution, about its article titled 294 FRIES’ REBELLIONIn 1798 Congress levied a tax on houses, land, and slaves, to finance a possible war with France. There was considerable resistance to the tax and, in February 1799, an armed band led by John Fries rescued tax resisters from the United States marshal at Bethlehem, Pennsylvania.
