Introduction to Foreign Aid Future
Since World War II, American policymakers have sought to appeal to both altruistic and political impulses to gain support for foreign aid. Some policymakers argue that by providing aid to countries of the former Soviet Union, including Russia, the United States promotes democratic development and a more peaceful world. Others appeal to the moral imperative to help others, especially the developmental and humanitarian needs confronting countries in Africa, Asia, and Latin America. Still others point to the threat posed by international terrorism as a rationale for aiding a number of countries around the world. With these differing arguments, foreign aid is likely to remain an important instrument of U.S. policy.” (1)
