In this context, Usual and Normal Charge may be defined as follows: With regard to goods, the price of the goods in the market from which they ordinarily would have been purchased at the time they were provided. With regard to services, other than those provided by an unpaid volunteer, the hourly or piecework charge for the services at the commercially reasonable rate prevailing at the time the services were rendered. 100.52(d)(2).
