State Emergency Response Commission (SERC) in Environmental Law

A commission, appointed by the governor of a state, responsible for coordinating and approving the emergency response plans required under the Emergency Planning and Community RightToKnow Act. Because states have a larger role than the federal government in making the law work, the SERCs are critical.
