Office of Thrift Supervision in the United States

The Office of Thrift Supervision (OTS) regulates Federal- and State-chartered
savings institutions. Created by the Financial Institutions Reform, Recovery,
and Enforcement Act of 1989, its mission is to effectively and ef?ciently supervise thrift
institutions in a manner that encourages a competitive industry to meet housing and
other credit and financial services needs and ensure access to financial services for
all Americans. OTS is headed by a Director appointed
by the President, with the advice and consent of the Senate, for a 5-year term.
The Director is responsible for the overall direction and policy of the agency.

OTS is responsible for examining and supervising thrift institutions in the four
OTS regions to ensure the safety and soundness of the industry; ensuring that
thrifts comply with consumer protection laws and regulations; conducting a
regional quality assurance program to ensure consistent applications of
policies and procedures; developing national policy guidelines to enhance
statutes and regulations and to establish programs to implement new policy and law; issuing various financial reports, including the quarterly report on the
financial condition of the thrift industry; preparing regulations, bulletins, other
policy documents, congressional testimony, and of?cial correspondence
on matters relating to the condition of the thrift industry, interest rate risk, financial
derivatives, and economic issues; and prosecuting enforcement actions relating
to thrift institutions.
