Relations Between Local and National Governments
Robert Agranoff, in the chapter “Relations Between Local and National Governments” of the Oxford Handbook of State and Local Government, offers some insight and critically assesses the situation and current state of scholarship on the topic. The following is a summary:This chapter reviews the literature on relations between local governments and their national governments. The author explores the expansion of partnerships between national government and local governments with a particular focus on fiscal federalism, revenue dependence, shared governance, and intergovernmental lobbying. Intergovernmental relations in other countries are compared to the U.S. Gaps in the existing literature are discussed along with directions for future research.
