Local Statutes Definition
Statutes whose operation is intended to be restricted within certain limits, much less than the limits of the legislative jurisdiction. A statute is not local because it excludes from its operation one or two counties in the state. See 86 N. Y. 7; Dwarr. St. p. 384. It may be either public or private. 1 Bl. Comm. 85, 86, note. “Local statutes” is used by Lord Mansfield as opposed to “personal statutes,” which relate to personal transitory contracts; whereas local statutes refer to things in a certain jurisdiction alone; e. g., the statute of frauds relates only to things in England, 1 W. Bl. 246.
