Government departments and ministries
According to research about Government Departments from the Federal Judicial Center:Main components of a national (or central) government (such as ministries of defense, foreign affairs, finance, commerce, or interior, as well as the armed forces) are also properly considered part of the state itself.71 The same is true of central banks.72 Foreign embassies, consulates, and the permanent missions of member states to the United Nations, the OAS, or other international organizations in the United States will normally be included within the definition of “foreign state” because they are integral parts of their governments and lack separate legal identities and the capacity to sue or be sued in their own right.
