Concept of Elite
In the U.S., in the context of Political Economy and Public Policy, Elite has the following meaning: Those in leadership positions. Any organization designates elites, when it selects leaders. On a broader societal scale, though, the concept of an elite has come to mean a small but powerful and dominant group of leaders who enjoy privileges and resources that others do not have.
