Delegates to Congress in the U.S. Code: Title 48, Chapter 16

The current, permanent, in-force federal laws regulating delegates to congress are compiled in the United States Code under Title 48, Chapter 16. It constitutes “prima facie” evidence of statutes relating to Territories (including delegates to congress) of the United States.
