According to the Encyclopedia of the American Constitution, about its article titled 621 COMPELLING STATE INTERESTWhen the Supreme Court concludes that strict scrutiny is the appropriate standard of review, it often expresses its searching examination of the justification of legislation in a formula: the law is invalid unless it is necessary to achieve a “compelling state interest.”
