One or more members of a legislative body, to whom is specially referred some matter before that body, in order that they may investigate and examine into it, and report to those who delegated this authority to them. In Practice. A guardian appointed to take charge of the person or estate of one who has been found to be non compos.

Committee Definition in the Legislative Process

The following is a definition of Committee, by the National Conference of State Legislatures (NCSL): A body of members appointed by the presiding officer (or another authority specified by the chamber) to consider and make recommendations concerning disposition of bills, resolutions and other related matters.

• Conference committee : A committee composed of members from the two houses specifically appointed to reconcile the differences between House and Senate versions of a bill or bills.

• Interim committee : A committee established to study or investigate certain matters between annual or biennial legislative sessions and to report to the next regular session.

• Joint committee : A committee composed of members from both chambers.

• Standing committee : A committee appointed with continuing responsibility in a general issue area or field of legislative activity.

In the U.S., in the context of the U.S. Congress (Senate and House of Representatives), Committee has the following meaning: A subunit of the House and/or Senate established to complete tasks within its jurisdiction, such as the review of certain types of bills (substantive committees) or the administration of some internal legislative function (procedural committees).
