Control Technique Guidelines (CTGs) in Environmental Law

Under the Clean Air Act Amendments of 1990, the EPA may develop guidelines to aid states in determining what control technology is reasonably available for certain industries. Once that determination is made, states must amend their state implementation plans to require permittees to use reasonably available control technology.

The guidelines do not make a particular technology mandatory. They simply demonstrate the existence of affordable and obtainable methods of controlling emissions. When states amend their plans, they may select technology other than that recommended by the EPA, as long as their method achieves similar emission reductions to that chosen by the EPA in the guidance.
