Chernobyl in Environmental Law

The largest nuclear power plant disaster in his tory occurred at Chernobyl in the Soviet Union in April 1986. Human error led to an explosion that blew off a huge lid, destroyed much of the concrete containment around a reactor, and spewed radioactive fallout into the atmosphere. At first, the Soviet Union played down the incident, but when the Swedish government, among others, measured the large amounts of radioactivity in the air, the USSR admitted a major problem had occurred. All of Europe, large portions of the Soviet Union, and the Scandinavian countries were eventually affected. Though the number of victims is unknown, estimates have ranged from thousands to one million or more.
